Is it true that you will never get a job if you dunno anyone from the institution/law firm youre applying to?

im not being able to find anything! I wanna apply to the UN and IMF but smaller organisations did not even consider me or reply to me! What shall I do? If I call, nobody answers. My resume is excellent. What is the secret of getting a very good job?
